Public Offer (Terms of Service)

This document is a public offer — a formal proposal to conclude a contract for the provision of information services on the terms set out below. By paying for the service, you (the “User”) fully and unconditionally accept these terms (acceptance of the offer).

1. Parties

Provider: the operator of the VinMaestro service — a sole proprietor (Ukraine); full requisites are stated in payment documents and provided upon request; email [email protected] (the “we”, the “Provider”).

User — any legally capable person who uses the Service.

2. What the Service is

VinMaestro is an online service that generates a vehicle report by VIN or licence plate number. The report aggregates information from external (including official) sources: MIA registration history, NPU stolen-vehicle database, AUTO.RIA listings and market prices, US auction data (Copart/IAAI via a data provider), mentions in court decisions (EDRSR), NHTSA recalls, and our own VIN decoder.

Formats: Free short report — basic information. Paid full report — UAH 299 — an extended set of data collected from the available sources.

The service is digital and provided instantly: the report is generated and displayed online immediately after successful payment.

3. What we CAN and CANNOT do (key disclaimers)

Please read this section carefully — it defines the essence and limits of the service.

3.1. The report is informational and for reference. The report is an aggregation of data from external sources. We provide a service of searching and collecting information for your query, not a guarantee of any particular result content.

3.2. We do not guarantee the completeness or accuracy of source data. The data comes from external registries, databases and marketplaces. It may be incomplete, outdated, delayed in updating, or contain errors originating from the source itself and not through our fault. We do not alter the content of this data and are not responsible for its accuracy.

3.3. A “no data found” / limited-data result is a normal outcome of the service, not a defect. What is paid for is the search across our sources, not the presence of a rich report for every car. For some vehicles the sources may hold little information or none at all — this is a legitimate result of the service provided. The volume of available data depends on what exists in the sources and is beyond our control. Complaints such as “the report turned out to have little data” are not grounds to consider the service not provided.

3.4. The User’s decisions are the User’s responsibility. The report is only supporting information. We are not responsible for the User’s decisions made on the basis of the report (including the decision to buy or not to buy a vehicle, the price, or any other actions). The service is provided without warranty of fitness for a particular purpose.

3.5. What we are NOT. We are not a state registry or authority, not an insurance company, not an appraiser or expert. The report is not an official document, an expert opinion, or a valuation.

4. How the service is provided

1. The User enters a VIN or plate number and receives a free short report.

2. For the full report, the User pays UAH 299 via WayForPay.

3. By clicking the payment button, the User accepts this offer and consents to the immediate provision of the digital service (see section 6 and the Payment & Refund Policy).

4. After successful payment, the full report is generated and displayed online instantly and remains available via the access link and in the “My reports” account area without a time limit (for as long as the Service operates).

5. User rights and obligations

The User undertakes to:

• provide a correct VIN/plate and use the Service lawfully and in good faith;

• have a legitimate interest in the vehicle being checked;

• not use the Service for mass automated data collection (scraping), resale of reports, or infringement of third-party rights or the law;

• not attempt to circumvent technical protection (Cloudflare Turnstile, etc.).

We may restrict access in the event of abuse.

6. Consent to immediate provision of the service (important for refunds)

Because the service is digital content provided immediately, when arranging payment the User expressly consents to the immediate commencement of the service and confirms that they lose the 14-day right of withdrawal from the contract, provided for distance contracts, once the service has actually been provided (the report generated).

This consent is expressed by clicking the payment button, next to which a corresponding notice with links to this offer and the Payment & Refund Policy is displayed.

7. Payment, refunds and dispute resolution

The terms of payment, refund cases, and the procedure for handling requests are set out in a separate document — the Payment & Refund Policy, which is an integral part of this offer.

8. Intellectual property

The structure, design, software and aggregated report format belong to the Provider. The User receives the report for their own personal use. Copying, reselling or publicly distributing reports without our permission is prohibited. Source data belongs to the respective rights holders.

9. Limitation of liability

To the maximum extent permitted by law, our aggregate liability for any claims related to the service is limited to the amount actually paid by the User for the relevant report. We are not liable for indirect damages, lost profit, or the consequences of the User’s decisions. The above does not limit consumer rights where such limitation is prohibited by mandatory provisions of law.

10. Personal data

Personal data is processed in accordance with the Privacy Policy.

11. Governing law and disputes

These terms are governed by the law of Ukraine. Disputes are resolved through negotiation and, failing agreement, in the manner determined by the law of Ukraine. A consumer User may also apply to consumer-protection authorities.

12. Changes to the terms

We may change these terms. The current version is published on the site with the date indicated. Services already provided (paid for) are governed by the version in effect at the time of payment.
